You finish a fight, hear distant gunfire, and still decide to climb onto a Cargo Elevator because Phantom Targets Part 1 needs three antenna upgrades. That choice makes sense, but only if you understand what counts. I checked the ARC Raiders Items page before planning a light loadout, then treated each elevator as a single-use objective point rather than a place to farm repeated interactions.
The Actual Requirement
Phantom Targets asks you to upgrade three separate antennas mounted on top of Cargo Elevators. These structures appear at extraction points on Riven Tides, Spaceport, and Dam Battlegrounds. You don't need to call the lift, extract from it, or carry a special item. Reach the upper surface, find the antenna near a corner, and hold the interaction until the bar finishes.
Choose a Cargo Elevator extraction point.
Climb the sloped exterior to the top.
Complete one antenna interaction.
Leave and find two different elevators.
Check Phantom Targets progress when safe.
Why the Prompt Throws People Off
The antenna may still look damaged after the bar completes, and the interaction prompt can remain visible. That visual feedback makes the objective feel broken, but the completed progress bar is the signal that matters. Repeating the same antenna won't replace the requirement for another structure, so don't stand in the open trying to force extra progress. From what I've seen, the better habit is to confirm the bar, rotate away, and review the project screen after you have cover.
Choosing a Map and Route
Dam Battlegrounds is my preferred starting point because its Cargo Elevator shapes are easier to read while you're learning the objective. Riven Tides and Spaceport work just as well, especially when you already know their sightlines. The fastest route isn't always the shortest line on the map; a quiet approach with cover usually beats a straight sprint that announces your position to every nearby Raider.

Cargo Elevators attract attention because they are useful extraction infrastructure, so listen before climbing. Footsteps, ARC activity, gunfire, and an active lift can tell you the area is already contested. Bring a modest build rather than your best loot, approach from cover, and keep an exit route in mind. Cheap cheap ARC Raiders Items can help newer players keep their inventory flexible, but no purchase removes the need to read the area and choose a sensible rotation.
What Comes After Three Antennas
Part 1 then shifts from surveillance work to ARC testing. The next step asks for 50 damage with Pop Triggers, 500 with Wasp Drivers, and 1,000 with Leaper Pulse Units; place those components in quick-use slots before deploying them. Later, you need 1,500 fire damage, three listed heavy ARC targets destroyed with energy weapons, and 20 flying ARC units destroyed with launcher ammunition. The antenna step is the low-cost opener, so use it to preserve strong gear for the harder damage tasks. At least in my experience, splitting the three elevators across safer raids is better than throwing away a good kit for one flashy sprint.
